For a foreign buyer looking for a villa in North Riyadh, the search is not as wide as it may initially appear.
Riyadh has hundreds of villa communities, new developments and established residential districts. But international buyers cannot simply choose any villa they like and purchase it. Under Saudi Arabia's new foreign ownership framework, ownership for non-Saudi buyers is linked to designated geographical zones.
That immediately changes the way an international buyer should approach the market. And it is one of the main reasons SEDRA deserves particular attention.
SEDRA is not simply another new neighbourhood in northern Riyadh. It is a designated foreign-ownership area within one of the city's largest master-planned residential communities, with villas already delivered, families already living there and several very different new villa projects currently available to international buyers.
Why North Riyadh Matters to International Property Buyers
North Riyadh has become one of the capital's most important residential growth corridors.
Its appeal is easy to understand. The northern part of the city combines access to King Khalid International Airport, next to future Expo 2030 location, major employment districts, international schools, newer infrastructure and some of Riyadh's largest master-planned communities.
But for a foreign buyer, location alone is not enough.
Foreign ownership changes the map
Saudi Arabia's new ownership rules opened the property market significantly to international buyers, including non-residents. However, this does not mean that every villa in Al Narjis, Al Yasmin, Al Malqa or another popular northern district is automatically available for purchase by an overseas investor.
Foreign ownership operates within designated geographical areas and according to the applicable buyer category and ownership regulations. That makes SEDRA particularly important.
For an international buyer specifically searching for new villas in North Riyadh, SEDRA combines three things that are still difficult to find together:
- foreign ownership eligibility
- a major residential masterplan
- and meaningful villa supply
What Is SEDRA?
SEDRA is ROSHN Group's flagship residential community in Riyadh. The masterplan covers approximately 20 million square metres and is planned to include more than 30,000 homes across multiple phases. Unlike a standalone gated compound, SEDRA is being developed as an entire urban community.
The wider masterplan includes villas, townhouses and apartments together with schools, parks, mosques, retail, healthcare, sports facilities, pedestrian routes and community infrastructure.
And importantly, SEDRA is no longer only a masterplan. Thousands of homes have already been delivered, families are already living there and the first phases of the community are operational.
For an off-plan buyer, that distinction matters. You are not buying a villa surrounded by an empty desert and hoping that a neighbourhood eventually appears around it. You are buying into a masterplan that is being delivered progressively and where parts of the community can already be seen, visited and evaluated.
How to Choose an Off-Plan Villa in North Riyadh as a Foreign Buyer
Calling something "the best project in North Riyadh" without explaining why is not particularly useful. Our selection is based on five practical factors that we believe matter most to an international villa buyer:
- Foreign-buyer accessibility
Can an eligible international buyer actually purchase the property? - Stage of construction
Is the buyer taking early construction risk, entering midway through development or buying something almost completed? - Handover timeline
Does the property work for somebody relocating soon, or is it more suitable for a buyer planning three or four years ahead? - Product differentiation
Does the project offer something that distinguishes it from the growing volume of new villas entering the Riyadh market? - End-user relevance
Would families genuinely want to live there after completion?
Using those criteria, four projects stand out for very different reasons.
Ewan 4 Sedra 2B - Best for Long-Term Family Planning
- Developer: Retal Urban Development
- Location: SEDRA, North Riyadh
- Property type: Family villas
- Bedrooms: 3–4 bedrooms
- Architecture: Salmani-inspired
- Handover: November 2029
- Payment structure: 20% initial payment and 80% at handover on selected current offers
- Foreign ownership: Available to eligible international buyers
Ewan Sedra is the long-term choice in this selection. Developed by Retal within the ROSHN SEDRA masterplan, it is aimed squarely at family living rather than creating a resort-style investment product.
The villas follow contemporary Salmani architectural principles, combining clean geometric forms, stone elements and the architectural language increasingly associated with modern Riyadh. But the most interesting part of the Ewan story is not the façade. It is what is being built directly opposite it.

Raseen Sedra — Best for Near-Term Handover
- Developer: Ajdan Real Estate Development
- Location: SEDRA Phase 1
- Property type: Family villas
- Bedrooms: 4 bedrooms + maid's room
- Plot: 250 m²
- Built-up area: 300 m²
- Handover: December 2026
- Foreign ownership: Available to eligible international buyers
Raseen Sedra occupies almost the opposite position to Ewan. The attraction here is not waiting for the future. It is that the future has almost arrived.
Raseen is located within SEDRA Phase 1, one of the earliest and most established parts of the community. Families are already living around the development and the surrounding environment can be assessed today rather than imagined from a masterplan.

Etoile by Elie Saab — The Key-Ready Benchmark
- Developer: Dar Al Arkan
- Location: SEDRA 1, North Riyadh
- Property type: Branded villas
- Bedrooms: 3–4 bedrooms
- Interior design: Elie Saab Maison
- Status: Completed / key ready
- Foreign ownership: Available to eligible international buyers
Strictly speaking, Etoile by Elie Saab no longer belongs in an article about off-plan property. And that is exactly why we included it. Instead of looking at a rendering and trying to imagine what a premium SEDRA villa could eventually feel like, buyers can see an existing branded villa product today.

Neptune, Interiors by Mouawad — Best for Branded Luxury and Architectural Impact
- Developer: Dar Global
- Location: SEDRA, North Riyadh
- Property type: Branded villas
- Bedrooms: 5 bedrooms
- Interior concept: Mouawad
- Handover: End of 2027
- Foreign ownership: Available to eligible international buyers
Neptune has one of the clearest luxury identities in this selection.
All villas are five-bedroom homes, but their appeal is not that they are substantially larger than competing projects. The distinction comes from the interior architecture, finishes and branded design language.
Marble finishes reinforce that premium character, while the interiors are branded by Mouawad, the Swiss-Lebanese luxury jewellery house.
Together, these details give Neptune a noticeably different atmosphere from a conventional family villa.
